This is quite obviously Holly Short from the Artemis Fowl books. It is Christmas, or sometime near it, and she sits on her father's knee, wearing her dear dad's LEP captain's dress jacket (note the braid and insignia; not a field jacket.
) He has given her holly on the holidays and is telling her some sort of story.
I will not give it too much description, as I actually intend to write a fanfiction for it.
